No aluminium foil or other reflective substance or material, or sheets, (or similar items) shall be placed on any window or any glass of a dwelling located on any lot except as may be approved for energy conservation purposes and approved by the ARB. All blinds, shades, curtains and other window coverings shall appear white from the exterior of the dwelling unit.
